Documentation: make EN primary

After closing czech dev part of forum I suggest to make EN documentation primary. So, every changes should be tracked primary into en version of doc, voluntarily transleted into czech. For this purpose it's needed to make a sync. Also, 3 transleted chapters (in en) available in dev.nette.org/cs/ is not ideal solution. I would prefer make it officially available even it's unfinished.
